The invention discloses a preparation method for 2,3-dihydro-1,4-dioxo[2,3-b]pyridine-7-carboxylic acid. The preparation method comprises the following steps: dissolving 7-bromo-2,3-dihydro[1,4]dioxino[2,3-b]pyridine into a solvent; adding a cyaniding reagent and reacting to obtain 2,3-dihydro[1,4]dioxino[2,3-b]pyridine-7-carbonitrile; and dissolving the prepared 2,3-dihydro[1,4]dioxino[2,3-b]pyridine-7-carbonitrile in an alkaline solution so as to obtain the 2,3-dihydro-1,4-dioxo[2,3-b]pyridine-7-carboxylic acid.
