The production method uses green oxidant hydrogen peroxide as an oxidant to avoid the generation of waste gas and waste liquid, and the reaction is carried out in the presence of the phase transfer catalyst to improve the reaction efficiency; the operation is simple, a reaction condition is mild, a safety factor is high, the TOT-N can be prepared by an one-step method, manpower and material resources are saved, the yield of TOT-N is greatly improved, a production cost is greatly reduced, the generation of waste gases and waste liquid are reduced simultaneously, the sustainable green and clean development of the industry is achieved, and the large-scale industrial production is achieved.
