The invention relates to a phenyl thiophosphinic acid diester (haloethyl) compound and a preparation method thereof. The structure of the compound is as shown in the formula in the specification, wherein X is C1 or Br. The preparation method comprises the following steps: reacting phenyl thiophosphinic acid dimethyl ester with haloalcohol in the presence of a catalyst or reacting phenyl thiophosphinic acid dihalide with ethylene oxide in an organic solvent, and carrying out purification treatment, so as to obtain light yellow viscous liquid, namely phenyl thiophosphinic acid diester (haloethyl). The series flame retardant phenyl thiophosphinic acid diester (haloethyl) provided by the invention contains three flame-retardant elements, namely phosphorus, sulfur and halogen, is good in synergistic flame-retardant effect, better in plasticization, and suitable for being used as a flame-retardant plasticizer for PVC, polyurethane, epoxy resin, unsaturated resin and other materials; the preparation method is simple in process, high in yield, free from hydrogen chloride pollution, less in equipment investment and easy for large-scale production.
