Uses of Hydrazine,(3-fluorophenyl)-, hydrochloride (1:1): It can react with 1-chloro-2-isocyanato-ethane to produce N-(3-fluorophenyl)-N'-{[(2-chloroethyl)amino]carbonyl}hydrazine. This reaction will need reagent Et3N,  and the menstruum CH2Cl2. The reaction time is 2 hours with ambient temperature, and the yield is about 87%.
